Internal ICE memo dated May 12, 2025 instructs agents they can forcibly enter homes without judicial warrants using only administrative warrants for people with final orders of removal. Whistleblowers reported this violates Fourth Amendment protections and contradicts ICE's own training materials which state 'a warrant of removal/deportation does NOT alone authorize a 4th amendment search of any kind.' ACLU called it 'flatly unconstitutional.' Policy has been in effect since summer 2025.
